This sounds like the kind of pointless shit most people on games forums would cum their pants over, you should try making it and then get a million dollars on kickstarter for it and then release it at which point everyone realises it's just a shitty game with 20 year old gameplay and a nice art style.

Cool, I hadn't even considered that I only suggested 30fps to match the lowest 'standard' frame rate most (console) games run at. In theory, I'd be happy with 24 or even 12fps which is standard for most hand drawn animation... But I wonder if that would blend well with what's required for gameplay, e.g. 30/60fps Realistically, if you're gonna be having these be sprites which just have different angles, 30fps probably wouldn't be needed yeah. For the sake of gameplay, it could genuinely just be moving sprites that have one frame and the gameplay would still be fine because it wouldn't be about the animation their sprites have, it would be about how many times their movement is rendered per second. As an example, you could be playing a game at 120fps, where in the game there is a TV screen that updates at 30fps. If you were strafing while looking at the screen, even though the material on the TV would only be updating once every 4 frames, the position of it relative to you would still be updating once every frame, so you wouldn't lose the smooth 120fps feel of the object in the scene still being at 120fps. It's why a game like Super Meat Boy can feel really, really nice on a 120hz monitor, because though there obviously aren't 120 frames in meatboys running sprite, you don't need that to since it's not as important how often the sprite updates, it's more important how often the position of the sprite does.
