you'd be surprised with the regulation on videotaping
journalists can photograph everything that's outside of private domain but i think there's some exceptions with uniforms i don't think they can target cops for example but im not sure. journalists have their own deontology on that
regular people can't tape (audio/photo/video) other people without their consent in public. technically you can get away with taping people in your house but even then i don't really know the rules apply. businesses have to have permits to surveil the establishment and the tapes need to be erased on regular periods, im not even sure how access works (can a business acess the tapes at any time or just cops?)
if you're taking pictures of a park or of yourself etc in public and you catch someone else walking through though, that's ok, because you're counted as "background information" or something. you just can't target someone and purposefully record them. there's a "reasonable" line to it which im not sure how is drawn but im guessing that someone tells you to not record something because they are walking through, you should stop.
also taking pictures of a park is ok only for personal use. if you're looking to profit from those photos you're gonna need a permit from whoever owns the rights to that image (for a park or historical monument of some sort you must request permission from whatever state institution is controlling it). people can't use photos of your house/proprieties either.
i learned about historical monument regulations while taping some small doc about medieval walls from a northern portuguese town. we were taping the interviews without making them the focus of the background to try and dodge claims that we were using those without consent

^also licensed photographers have some leeway in photographing public spaces for profit aswell im sure, or the permit comes by default with being a photographer

He makes a point, the guy in the drug store WAS being filmed. This makes me wonder why these people do freak out this much when we are recorded every day of our lives.

I do wonder if this guy was making these before we knew about the NSA monitoring though. If he made them after, he might be making some kind of point. but even then if no one cared enough post-snowden leak, no one's going to watch this guys videos and change their mind. I also have no idea what his motivation is. maybe he just wants to be an annoying dickhead. who knows

of course it should be illegal to do what he is doing no, he is doing illegal stuff he has walked into private property numerous times and done it, which is illegal filming in public should be legal, so people can be shown how ugly and terrible they are which is why you should be recorded
