It's not unheard of for companies to run E3 demos on dev unit PC's, but these PC's were specced much, much higher than the XONE is capable of.
Knowing that, coupled with the repeated rumor that Microsoft was really behind schedule with the XONE, it's not certain but it's probably smart to be wary of the what it's actually capable of right now.

i dont see how this is any way surprising considering a lot triple A titles over the last five years have always posted misleading gameplay trailers and screenshots showing graphic fidelity much higher than the released result

I don't follow gaming news, especially AAA shit, so I'm out of the loop. Either way, the article does say "none of this should be a surprise to most people given that all E3 demos run their games on high-end PCs", so it's not like I was going "ZOMG WHAT CRAZY", there's more to the article than that, like the fact that they're using high end Nvidia GPUs when the xbone is supposed to use an AMD gpu, and they're using windows 7 instead of windows 8.

When you see some bullshot render of Halo 4 on 360, you know it won't look like that because you've played Gears of War 3, and you know what the system is generally capable of. Regardless, it shouldn't be used when showing the game off to the consumer in a marketing way or anything of the like. I don't follow gaming news, especially AAA shit, so I'm out of the loop. Three things, Yes, a lot of times developers show their games on PC versions that are in development, but for what its worth, most - if not all of the PS4 demos shown at E3 were running on actual PS4 devkits. The kicker on the graphics card thing isn't that they showed off games with an Nvidia card when the XONE uses AMD, the stand out point is that they used a high tier card from the GTX 7xx line of cards (I'm guessing somewhere between GTX 770 and Titan), which is substantially better than what the XONE will be capable of. The Windows 7/8 thing is just something silly to point at and go "haha even M$ doesn't use Win8!" The dev tools were probably designed with Windows 7 in mind, and Windows 7 is a more stable gaming environment right now. It would be silly to try and port everything up to Windows 8 and have to fix the potential troubles that come up just for the novelty of "see guys windows 8." It makes perfect sense that they'd use Windows 7.

as far as I know, not really?
it uses the Modern UI that windows 8 uses but I don't believe it has actual Windows 8 built in though that has been speculated.
From what I understood, it runs a custom setup that is actually three different operating systems which hand the switching between gaming, skype calls, watching tv, and stuff like that.
